Many cities in the region have initiated community garden schemes for cultivators. These provide security of tenure as well as increasing production through year-round cropping instead of seasonal-only production. Community gardens offer one possible solution to many of the challenges resulting from extensive cultivation practices that threaten wetlands, watercourses and open spaces. In conjunction with the City of Harare and other groups, it is proposed to establish three community gardens in the city that will act as models and training centres for other cultivators. Site development costs will cover basic infrastructure development (eg container storeroom/office; security; irrigation, tables, chairs) while operating expenses will be funded by the cultivators.

It is proposed that a stakeholders’ conference is convened to bring together cultivators, government officials, elected representatives, experts, academics and others to exchange information, policy initiatives so that an accurate picture of UA in the Southern African region can be gained. The conference would bring together a maximum of 30 delegates (2 international; 8 regional; 15 national and 10 local) for two days/three nights and would include field trips to sites in and around the city Various topics will be discussed based on dialogue with participants but will include: The state of UA in Southern Africa – Reports from various cities, Integrating Urban Agriculture into urban planning and legislation, Community gardens, Climate change mitigation, Sustainable utilization of urban wetlands

Data-based evidence is crucial in developing coherent policies. We therefore propose to initiate a crowd-based mapping project to determine the extent of urban agriculture in Harare that will identify the extent of UA as well as problem areas (ie high pollution, environmental issues, threatened wetlands). Such quantitative data will assist in identifying suitable areas for interventions (eg community gardens, wetland protection, constructed wetlands, etc). The crowd-mapping will involve citizen-reporters, geography students in a collaborative exercise using Google Earth and Open Street Maps, and will produce an online map for public usage in addition to quantitative data.
